So, a level 16 rogue will have a max lockpicking level of 80, a 17 rogue would be 85 and so on up to a (currently) maximum of 300.

Your max level lockpicking skill is determined by the level of your character. Comment by UlrikekekekaLockboxes and chests can be opened by rogues using the Pick Lock skill learned at level 16.
